Consul Raul Dado of Philippine Embassy, Vientiane, moving on to Buenos Aires
Our man in Vientiane, Consul Raul Dado, will be reassigned to Buenos Aires in Argentina, "anytime now," as he reports to us below. Raul was assigned to Vientiane in February 2000. He has been acting as charges d'affaires with the Philippine Embassy since the middle of 2004 in the absence of a new Ambassador.
Raul's services to Mekong Circle has been invaluable, particularly during our Balik-Laos trip of November 2002, the two-week medical mission survey during the same month, and in the preparations for the surgical mission in November 2004 (that had to be cancelled). In between these projects, he was quick to send us updates, uplifting words of encouragement, and unflagging optimism. He will be sorely missed.
We wish him all the best in his new posting (he has already been refining his Spanish via the online Buenos Aires newspapers). We are confident his successor as well as the new Ambassador, will keep a special place in their agenda for Mekong Circle.

tnx for the newsletter. i'll miss the mekong circle
when i'll be in argentina, which will happen anytime
now.
consul chris aro will replace me.
amb. beth buensuceso has also been confimed by
congress as new amba last week.
she was interested in the mekong circle effort that
you spearheaded . thus , i will endorse all our
pertinent communcations and documents to her , and to
chris.
this way, we will get a continuation of the effort ,
if it takes years, thru these new people.
when i get back to RP after my stint in argentina,
i'll practice law and try to run for public office in
my grandfather's old congressional district. i'll also
contact the OB folks in RP to be active on this
intiative .this way, this plan , which began with amba
galman, will not die out.
so how's new york? heard it's cold as ever.
